This is the graphical tool called the "SqueakMap Package Loader" that can be opened from the World open... menu. This tool is a UI for the local instance of SMSqueakMap that can be accessed with "SMSqueakMap default". In the loader you can browse the map and see packages and package releases and also install them into the image.
