TimeZoneDBWithTimeStamp

Description

Provides a TimeStamp class which understands time zones. Time zone rules are loaded by reading compiled tzfile files from an external source (typically found in /usr/share/zoneinfo). Compiled tzfiles files are commonly distributed with Unix and Linux systems (although those on Mac OS X are the wrong format-so get some from the source below). A compiled tzfile is typically generated by the zic(1) compiler distributed as part of the public domain timezone database found at ftp://elsie.nci.nih.gov/pub/.
